This is strange though. Total conversoins are fine, but standalone games are not? Remember that Heresy: Tactical Insertion game that was up on ModDB? That got a CnD :/

Assault Marines in RS1 work pretty well. What you need is a way to control the jump somehow. A charge-up mechanic (hold button longer for longer boost) or a refilling energy that lets you jump once every minute or so.
Where did you get the remote mines from? Those would be hell of an ambush thing really. As far as I am concerned, frag/krak grenades are fine. So are meltabombs. Pistol + chainsword is the simplest combination. You could eventually upgrade to something else, after gaining some levels.

Lictor class When is he invisible? When is he visible? I tried playing it once, and was very confused. Would be good to have the "invisibility" effect also cover the view models, or some other kind of indicator for when he is invisible.
+++ The cloaking effect should already apply to the lictors view model. If you're not seeing that please re-post this in the bug reports thread +++

Wow, the improvement is clearly visible. I still think you could put some more work into the specular map. I don't know how the PHONG shader works nowadays, but when i tried my hand at texturing for Source, the spec map was handled as the alpha channel of the normalmap. Now your stonework looks polished, shiny, and wet. Break up that specular map a bit.

Must say, I dislike the proportions of the miniatures. They are far from realistic proportions, and are actually going in the wrong directions from what I want to create here. Spacemarines grow far larger than normal humans, or at least their bodies do. This means that they will have smaller heads, smaller feet and hands, but longer limbs and more muscular bodies. Although this "superhero" proportion appeals to me a lot, the Marines already in Exterminatus adhere more to the proportions of the miniatures: fists as big as the head and chest. Bottom line: alright, i can make him as Typheron suggests.

Can you draw map concepts/floorplans on paper and scan them? Or concepts of the environment? If yes, it could give the other mappers something useful to work from, even though you won't be mapping yourself. You will still be contributing that way.

you cant use DoD stuff unless you own a copy of the game, so to use the DoD snad bags everyone must own a copy.
so no. You cant use that anyway. Valve had some graph at their wiki, showing that you could only use DLL files from other games, but no models, sounds, animations, or maps.
