They don't exist, New chaos marines are mostly created by fabious bile and the remaing apothicarys that turned, there made quickly and messily and come out as fully fledged marines mostly thanks to Biles crazy science and the power of GW bullpat.

Other sources are people and things mutated up to marine standard by the powers of chaos, other pure marines falling to chaos (astral claws) and stuff like that.

really chaos marines should be losing by attrition by this point, but when has 40k to make sence.

when they die they can be ressurected by gods or demons o warp
they came from warp as well so
when they die they just goes back to warp

cultists can became them only if they try good enough , most of cultists dies
